Papers presented at the conference were submitted for publication in IEEE Xplore. Feedback was given to us regarding the receipt of the articles by IEEE. In our estimation, we hope that the papers will be published in IEEE Xplore by the end of this month (January 2024). The process of sending certificates to referees and authors continues.

Dear participants
The 4th International Informatics and Software Engineering Conference was completed at the BTK Building in Ankara, Türkiye between 21-22 December 2023. A total of 109 papers were sent to the IISEC 2023 conference and 57 of them were deemed worthy of presentation.
We have papers from Albania, Algeria, Belarus, Belgium, India, Indonesia, Iraq, Italy, Japan, Lebanon, Malaysia, Philippines, Qatar, Sri Lanka, Turkey, and the US.
We are currently trying to edit the final version of the submitted papers. Unfortunately, the formats of some papers do not comply with the template published on our website. We re-send papers to the authors to correct such papers.
Copyright procedures for 57 papers deemed worthy of publication have been completed. These 57 papers are being prepared to be published in IEEE Xplore. It is planned that these preparations will take approximately 3 weeks and then be sent to IEEE. We estimate that the papers will be published on IEEE Xplore towards the end of February 2024.
We would especially like to thank the participants who came to Ankara from different countries of the world for the conference. We published some photos taken at the conference on our website (https://iisec.tbdakademi.org.tr/2023/photo-gallery-iisec-2023).
The certificates of the authors will be sent to all of the authors about in 2 weeks.

IV. International Informatics and Software Engineering Conference
We are pleased to announce that the 4th International Informatics and Software Engineering Conference (IISEC 2023) will be held both ONLINE and IN PERSON at Information Technologies and Communications Authority - Bilgi Teknolojileri ve İletişim Kurumu (BTK) between December 21 and 22, 2023 in Ankara/Türkiye. Since its first year, all IISEC conferences have been supported by IEEE. Accepted papers will be submitted for inclusion into IEEE Xplore subject to meeting IEEE Xplore’s scope and quality requirements.
IISEC provides a platform for researchers and experts in academia, industry, and government to exchange ideas and recent developments in informatics, computer sciences, computer engineering, and software engineering. After the 3rd successful event, the 4th IISEC conference will continue to promote and disseminate knowledge concerning several topics and technologies related to computer science, software engineering, computer engineering, AI, machine learning, Robotics, etc. The conference program will include special sessions, workshops, tutorials, keynotes, panel discussions, posters, and oral presentations.
Submissions will be evaluated by at least two Scientific Program Committee members. Accepted papers will be submitted for inclusion into IEEE Xplore subject to meeting IEEE Xplore’s scope and quality requirements. Papers should be prepared in English using the IEEE format. Papers that do not conform to the format will not be accepted despite content compliance.
BTK (Information and Communication Technologies Authority) in Ankara will host the “4th International Informatics and Software Engineering Conference” organized by the Turkish Informatics Society (TBD), IEEE, and Supporting Institutions.
The main theme of the conference is " Disaster Recovery and Resilience Management Using Informatics Technology ". However, applicants are encouraged to submit their original research works in all fields of informatics, computer science, and software engineering.
